Lead Instrumentation and Controls Engineer

Job Description :

Review and approve Contractor engineering deliverables related to Instrumentation, Integrated Control and Safety Systems (ICSS), including design, analysis, calculations, material selection, fabrication, installation, testing, and commissioning activities.

Review and approve engineering deliverables related to Telecommunication systems, including technical specifications, design calculations, installation, testing, and commissioning requirements.

Review and approve engineering deliverables related to Fiscal and Allocation Metering systems for offshore facilities.

Manage and supervise Contractor engineering activities related to instrumentation, control and safety systems, fiscal metering, and telecommunications, including manhour allocation, cost control, and progress tracking.

Contribute to the development of control strategies, control narratives, and cause & effect charts for FPSO and WHP facilities.

Ensure consistency of graphic displays and compatibility of data transfer protocols between FPSO and WHP ICSS systems.

Participate in alarm management reviews and support development of integrated alarm management strategies.

Coordinate with Company departments to develop data management systems and production reporting solutions.

Work closely with IT departments to ensure cybersecurity, integrity, and reliability of all computer-based and microprocessor-based systems.

Review instrumentation and control requirements for packaged equipment during Contractor procurement activities.

Provide technical input for HAZOP, SIL, SIMOPS, and other safety-related studies and reviews.

Support technical bid evaluations and review RFQ documentation, clarifications, technical evaluation reports, and vendor recommendations.

Monitor Contractor management of vendors and material deliveries to ensure compliance with project requirements and schedules.

Identify risks or performance issues proactively and develop mitigation plans and corrective actions.

Review and approve all vendor technical documentation related to instrumentation, controls, safety systems, fiscal metering, and telecommunications during project execution.

Attend vendor inspections, FAT/SAT, integration testing, and acceptance testing activities on behalf of the Company.

Provide support during fabrication, installation, pre-commissioning, commissioning, startup, and offshore hook-up activities.

Participate as a member of onshore and offshore commissioning teams for instrumentation and controls systems.

Develop and/or review procedures and specifications related to pre-commissioning, commissioning, startup, and operation of instrumentation and control systems.

Supervise offshore installation activities related to instrumentation, controls, safety systems, fiscal metering, and telecommunications systems.

Coordinate closely with T&I Manager, inspectors, surveyors, and Contractor personnel to ensure offshore activities comply with Company standards and project requirements.

Provide operational and technical support after handover from Contractor to Operations Department.

Verify all as-built and final project documentation related to instrumentation, controls, safety systems, metering, and telecommunications.

Coordinate effectively with PMT members, Contractors, Vendors, and third parties throughout project execution.

Interface with legislative and certifying bodies to ensure all offshore facility systems comply with Vietnamese regulations and international standards.

Provide guidance and technical support to junior Instrument Engineers and support knowledge transfer activities.

Perform offshore assignments and business travel as required by the project.

Carry out other duties as assigned by Company Project Management.

Job Requirements :

Bachelor’s Degree or equivalent in Control Engineering or related technical disciplines.

Strong knowledge of international industry standards and codes such as ASME, ASTM, API, BS, DNV, ANSI, etc.

Experience:

Minimum 8 years of experience in the Oil & Gas industry, particularly in offshore field development projects.

Proven experience in managing and supervising Company and Contractor engineering activities during project execution.

Experience coordinating with multi-disciplinary engineering teams and implementing integrated engineering designs.

Experience participating in safety reviews, technical studies, and implementation of engineering recommendations.

Experience developing scopes of work for engineering, installation, commissioning, and startup activities.

Experience supporting fabrication sites, onshore pre-commissioning and commissioning, offshore hook-up, offshore commissioning, and startup operations.

Experience with instrumentation, control systems, ICSS, fiscal metering, and telecommunications systems in offshore environments is highly preferred.
