Review and approve Contractor engineering deliverables related to pipelines, flexible risers, subsea structures, design analysis, calculations, material selection, fabrication, installation, testing, and commissioning activities.
Provide engineering support and technical oversight for bid evaluations of vendor proposals related to pipelines, flexible risers, and subsea materials/structures.
Review and approve technical RFQ documents, clarifications, technical bid evaluation reports, and recommendations prepared by Contractors.
Review and approve all vendor technical documentation related to pipeline, flexible riser, and subsea systems during project execution.
Develop and/or review procedures and specifications for pre-commissioning, commissioning, startup, and operation of pipelines and associated systems.
Support and attend vendor site inspections, integration tests, and acceptance tests on behalf of the Company.
Provide construction yard support related to subsea structure fabrication, piping spool fabrication, reel activities, and loadout operations.
Coordinate effectively with Project PMT members, Contractors, Vendors, and third parties to ensure smooth project execution.
Monitor and manage Contractor engineering activities related to pipeline and subsea works, including manhour allocation, cost control, and progress tracking.
Oversee Contractor management of vendors and material deliveries to ensure compliance with project requirements and schedules.
Identify delivery or performance issues proactively and develop corrective actions and mitigation plans.
Manage Hot Tap Contract activities including technical scope, execution, interface coordination, and compliance with contract terms and conditions.
Supervise offshore installation activities related to pipelines, flexible risers, hot tapping, testing, commissioning, and system start-up.
Coordinate closely with the T&I Manager, inspectors, surveyors, and Contractor personnel during offshore installation to ensure compliance with Company standards and project requirements.
Verify all as-built documentation and final project dossiers related to pipeline and subsea contracts, materials, and execution.
Perform offshore assignments and business travel as required by the project.
Carry out other duties as reasonably assigned by Project Management.
Bachelor’s Degree or equivalent in Pipeline Engineering, Subsea Engineering, or related technical disciplines.
Strong understanding of international industry codes and standards such as ASME, ASTM, API, BS, DNV, ANSI, etc.
Experience:
Minimum 15 years of experience in the Oil & Gas industry, particularly in offshore field development and subsea pipeline project execution.
Proven experience in flexible riser design, vendor management, offshore installation, and commissioning activities.
Familiarity with subsea hot tapping operations and related technical/execution requirements.
Experience managing and supervising engineering activities between Company and Contractor teams during project execution.
Experience working across multiple project disciplines and implementing integrated engineering solutions.
Experience participating in safety reviews, technical studies, and implementation of technical recommendations.
Experience developing scopes of work for engineering, installation, commissioning, and startup activities.
Experience supporting fabrication sites, onshore pre-commissioning and commissioning, offshore hook-up, offshore commissioning, and startup operations.
Ability to work directly with Vietnamese engineering companies, contractors, and local stakeholders.
