HSSE Execution Lead (Singapore)

Position description – Purpose

The Crux Topsides HSSE Execution Lead will be responsible for a strategic approach to HSSE delivery for the topsides fabrication and onshore commissioning. The role will specifically support the Contractor to deliver on the requirements of the Contract, identify company’s best practice approaches and determine gaps in Contractor delivery. A specific focus will be required for the HSSE in Transition component whereby onshore Construction will give way to onshore commissioning, with associated risk profile and risk management changes. The successful candidate will have a proven track record in this role.

 

Position description – Accountabilities

The Crux Topsides HSSE Execution Lead accountabilities will include, but will not be limited to:

  • Experienced HSSE practitioner in the execution phases of offshore platforms;
  • Monitor and review HSSE performance across the Topsides project locations to achieve the performance commitments and drive continuous improvement in the project HSSE activities;
  • To support the development of the Crux project exhibiting the required behaviors of the ‘I am Goal Zero’ approach;
  • Be capable of leading HSSE audits with, preferably, an internationally recognized Lead Auditor qualification;
  • Maintain strong link with the global HSSE networks to enable application of Group resources and knowledge relevant to Execution HSSE requirements;
  • Possesses strong communication skills to establish an effective and satisfactory engagement with a broad range of internal & external stakeholders;
  • Knowledgeable in the application of incident investigation techniques, incident classification and root cause analysis (RCA);
  • Where possible be familiar with the Project Management Framework principles to ensure a safe, successful and efficient project delivery;
  • Familiar with strategic management of HSSE delivery in an Construction / Commissioning environment with experience of international contractors and support systems (e.g. LSRs, IOGP construction guidelines, behavioral safety programs);
  • Demonstrate HSSE leadership across all Engineering Contractor OE/ HESS related Initiatives. Specific skills in the following areas are preferred:
  • H&S Management Systems
  • HSSE in Transition activities
  • Permit to Work Systems and associated, supporting risk management controls (CSE, LOTO, etc).
  • HAZID and Risk Assessment Processes
  • Training and Development Techniques
  • Auditing of HSSE Management Systems and Contractor Facilities
  • Incident Investigation and Root Cause Analysis
  • Construction yard HSSE requirements
  • Contractor Management Systems
  • Communication and Presentation Skills

Job Requirements :

Experiences and qualifications

  • The position requires a candidate with a background in Health and Safety during Execution ensuring that the content of the Crux EPCI contract for the Topside Execute Phase is delivered according to the Contract are then assured through the delivery. The position requires strong communication, collaboration and influencing skills working with the multiple and complex stakeholder engagements and at all levels in both the company and Contractor’s organization.
  • A tertiary qualification with at least 10-15 years of oil & gas project HSSE delivery including proven.
  • Track record of HSSE in transition, managing teams, collaboratively working with multi-cultural contractors, preferably in diverse and distributed environments. Must possess strong competence in the HSSE in execution requirements (Health and Safety management systems, international standards around lifting and rigging, working at height, confined space entry, permit to work systems, etc., key hazard management techniques – What-if, HAZID) successfully delivering HSSE on a major capital project.
  • The successful candidate should be able to show an ability to drive timely decision-making and implementation by the execution team through appropriate command, influence and respectful persistence.

Qualifications

  • Diploma Level qualification in Workplace Health and Safety or NEBOSH
  • Diploma or equivalent International Qualification in Workplace Health & Safety.
  • Degree level qualification and above is advantageous both not a prerequisite.
  • At least 15 years of combined onshore fabrication, construction, load out, hook up including onshore and offshore commissioning experience.
  • At least 5 years’ previous experience of working in a Lead HSSE role with an Oil and Gas (O&G) Operator or Contractor EPCM Organisation at Project or Project Level.
  • At least 3 years’ previous experience of working in a multi‐language, multi‐cultural International shipyard facility.
