Category Officer

Job Description :

Responsible for the overall development and execution of the assigned Category scope.

Execute bidding activities to support the Refinery Development Plan, including contract strategy development, risk analysis, bid preparation, commercial evaluation, negotiation, and contract establishment.

Act as the center of excellence for managed categories with strong understanding of products, suppliers, market trends, technologies, and innovations.

Ensure the best interests of NSRP in terms of delivery schedule, quality, and cost effectiveness.

Support business functions in resolving supplier delivery, quality, commercial, or contractual issues.

Ensure compliance with Procurement Procedures, Bid Procedures, governance requirements, and customer department requirements.

Collect and analyze information to plan and prioritize bid execution activities.

Participate in Vendor Performance Management, supplier pre-qualification, and audits when required.

Maintain proactive communication with stakeholders to ensure proper updates and coordination.

Demonstrate cost awareness and contribute to effective spend management.

Collaborate closely with other Category Officers.

Manage, maintain, and secure all bidding documents and related information.

Responsible for developing, driving, and implementing category strategies.

Ensure all activities comply with applicable laws, company procedures, and standards.

Comply with all NSRP business principles and code of conduct.

Prepare periodic reports and KPI updates for line managers and stakeholders.

Support transformation and continuous improvement initiatives.

Job Requirements :

Education:

Bachelor’s Degree in Commercial, Logistics, Technical, or related disciplines.

CIPS, FIDIC, CSCP, or equivalent certification is an advantage.

Experience:

Up to 4 years of experience in bidding, contract preparation, and contract administration, preferably in the Oil & Gas industry.

Experience working in multinational and multicultural environments is preferred.

Experience in reviewing and finalizing technical contracts.

Experience in strategy development and implementation is preferred.

Experience handling high-value spend categories is an advantage.

Skills

Strong organizational and project management skills.

Good English communication skills, both verbal and written.

Strong analytical and negotiation skills.

Ability to work independently and perform well under pressure.

Good commercial awareness and understanding of procurement processes (Procure-to-Pay best practices).

Oil & Gas industry knowledge is preferred.

Experience with Procurement ERP systems such as SAP or Ariba is an advantage.

Proficient in Microsoft Office, especially Excel.
