Manage and execute procurement activities for goods and services to support company operational requirements.
Provide guidance and support to internal sourcing teams regarding Supply Chain Management (SCM) policies, procedures, and procurement guidelines.
Develop, implement, and monitor the Overall Contracting Strategy (OCS) through coordination meetings, progress tracking, and performance monitoring.
Plan and execute procurement strategies for high-value and complex bid packages related to materials and services, particularly for drilling and exploration activities.
Identify opportunities for cost optimization through project synergy, contract integration, joint tendering, and economies of scale while ensuring compliance with company procedures.
Prepare and manage procurement documentation, including tender packages, bid evaluations, clarification processes, contract award recommendations, and contract agreements.
Lead tendering activities, including technical and commercial evaluations, negotiation processes, and contract finalization.
Support urgent and ad-hoc procurement requirements by developing effective solutions, optimizing resources, managing risks, and ensuring project schedules and quality standards are maintained.
Prepare procurement and tender committee documents, including Contractor Selection Plans, Technical Evaluation Reports, Commercial Evaluation Reports, Award Recommendation Reports, and management approval documents.
Lead contract and purchase agreement negotiations and manage contract implementation throughout the contract lifecycle.
Monitor and control Approved Contract Value utilization to ensure procurement activities remain within approved budgets and comply with company procedures.
Identify contractual risks and provide appropriate commercial and legal solutions.
Monitor and evaluate supplier/contractor performance through performance review reports and recommend improvement actions when required.
Coordinate with internal stakeholders and contractors to resolve contractual issues and prevent delays or interruptions to operations.
Maintain compliance with company governance requirements, HSE policies, internal regulations, and applicable legal requirements.
Support continuous improvement initiatives in procurement processes, digital transformation, and supply chain efficiency.
University degree or Master’s degree in Business Administration, Commercial, Engineering, Supply Chain Management, or related fields.
Minimum 5–10 years of experience in procurement and contract management.
Experience in Oil & Gas procurement and supply chain management is highly preferred.
Experience working with foreign-invested companies in Vietnam is an advantage.
Strong knowledge and experience in:
Procurement processes and contract management.
Tendering procedures and bid evaluation.
Supplier/vendor management.
Contract negotiation and administration.
Purchase Requisition (PR), Request for Quotation (RFQ), Purchase Order (PO), and ERP-based procurement processes.
Commercial risk management and contractual compliance.
Good understanding of commercial aspects, contract disputes, and procurement governance.
Experience with digital procurement systems, ERP platforms, or supply chain digital transformation initiatives.
Familiarity with SharePoint Online, Power Platform, SQL databases, and structured data management is an advantage.
Ability to analyze procurement data, reports, KPIs, and business intelligence dashboards.
Knowledge of data analysis processes, including data preparation, data exploration, and data interpretation is an advantage.
Proficient in English (written and spoken).
Strong proficiency in Microsoft Office, especially Excel, Word, and PowerPoint.
Strong negotiation, communication, and stakeholder management skills.
Ability to work independently, manage multiple priorities, and perform effectively under pressure.
Ability to work in a multicultural and cross-functional environment.
Strong awareness of safety, quality, and environmental requirements.
